New COVID-19 Policy Affecting Third Parties

Like so many other companies in Manitoba and around the world, Manitoba Liquor & Lotteries has been continually evolving and adjusting how we do business throughout the pandemic.

In response to the ongoing risks associated with COVID-19, and as part of our continual efforts to keep our employees, customers, third parties, and communities safe and healthy, Manitoba Liquor & Lotteries will soon implement new requirements for third parties when visiting any of our facilities.    
 
Third  parties  are  any  individuals and/or organizations  (such as contractors, service providers, vendors, guests, agents, and business partners)  entering  any  facility owned or  operated  by  Manitoba Liquor & Lotteries Corporation  in a capacity other than as  our  employee or  customer.  

Effective January 10, 2022, our new COVID-19 Pandemic Policy (Third Parties) will require any  third  party  entering  any  Manitoba Liquor & Lotteries  location for longer than 10 minutes  to either  be fully  vaccinated  or  have received a  negative COVID-19 test result within the last 48 hours prior to entry. The test must be  Health Canada approved  (for  more information you may visit this Health Canada web page *).

Please note it is the responsibility of  third  parties  to ensure  they or  their  respective employees, sub-contractors, agents, or other persons working on their behalf,  comply with  the policy before entering any Manitoba Liquor & Lotteries  facility. 

Existing health and safety requirements continue to remain in effect. These include:

  • self-screening before entry
  • wearing a mask or face covering
  • maintaining physical distance 
  • washing hands and disinfecting common surfaces
  • self-monitoring for symptoms

COVID-19 Pandemic Policy (Third Parties):
Questions & Answers

Effective January 10, 2022, our new COVID-19 Pandemic Policy (Third Parties) will require any third party (contractors and any other organizations including service providers, vendors, guests, agents and business partners) who are entering or performing indoor services at any Manitoba Liquor & Lotteries facility for longer than 10 minutes to either be fully vaccinated or have a Health Canada approved negative COVID-19 test result within the preceding 48 hours prior to entry.

1. Does this apply to my staff who don’t regularly attend your facilities?
This policy applies to any individual who enters a Manitoba Liquor & Lotteries facility for longer than 10 minutes, in any capacity, other than as an employee or a customer. 

2. Does this apply to my staff who mainly work outside? 
The requirement to be fully vaccinated or have a negative test result does not apply if the staff person is limited to working outside (e.g. parking lot, roof), or if their time spent inside is less than 10 minutes. We strongly encourage, however, that all workers at our sites be vaccinated or are tested to avoid complications and delays in case they need to enter our facilities.

3. Does this apply to my staff who mainly work alone or with each other, but no Manitoba Liquor & Lotteries staff?
This policy applies to any individual that enters our facilities for longer than ten minutes regardless of whether they mainly work alone, with each other, or separately from Manitoba Liquor & Lotteries staff. 

4. Does this apply to my employees that might be passengers in a Manitoba Liquor & Lotteries vehicle? 
Yes. If your employee travels in a Manitoba Liquor & Lotteries vehicle with our staff, they must adhere to the policy. 

5. Are there any conditions placed on the COVID-19 tests? 
Test results must be from the last 48 hours prior to entry into a Manitoba Liquor & Lotteries facility and be Health Canada approved (you may visit this Health Canada web page* for details). Test results from a provincial testing centre are accepted as well. 

6. Do I have to keep my staff’s vaccination status or test results on file?
Manitoba Liquor & Lotteries may request proof, at any time, that your staff have been vaccinated or have received a negative test result within the applicable time period if those staff attend our facilities for longer than 10 minutes. It is your responsibility to ensure that your staff can provide this proof, if requested.

7. Who pays for COVID-19 testing?
Costs related to COVID-19 testing are the responsibility of third parties. Manitoba Liquor & Lotteries will not provide reimbursement to third parties for COVID-19 tests or any expenses associated with COVID-19 testing.

Test kits approved by Health Canada may be available from pharmacies for a minimal cost through a federally supported program. Winnipeg businesses may also be able to obtain test kits from the Winnipeg Chamber of Commerce.

8. What if my business/staff is unable to meet this requirement?
If your business or staff is unable to meet the policy requirements, please consider whether a virtual meeting would work as a suitable alternative to physically attending our facilities. 

9. Can failure to comply with the requirement affect a contract or partnership held with Manitoba Liquor & Lotteries?
Failure to comply with the policy may result in contractors being removed from the premises, barred from attending our facilities, and potentially having any related agreement or contract suspended or terminated.
