Updates to Cannabis Distribution in Manitoba

Effective April 1, 2026, the following businesses are authorized to perform distribution services for cannabis suppliers serving the Manitoba market: 

  • Maqabim Distribution
  • Lynx Distribution
  • Open Fields Distribution 

These distributors are the only businesses authorized by Manitoba Liquor & Lotteries (MBLL), through a Cannabis Limited Distribution Agreement, to perform distribution services for suppliers in Manitoba at this time. 

When serving the Manitoba market, cannabis suppliers are permitted to direct ship their products to retailers or utilize the services of an MBLL authorized distribution partner. MBLL actively monitors suppliers’ compliance with the authorized fulfillment methods offered to them in Manitoba.

MBLL continues to monitor the needs of cannabis retailers in the Manitoba market and evaluate the appropriate number of authorized distribution partners required to meet those needs.

  • In November 2017, the province of Manitoba mandated Manitoba Liquor & Lotteries (MBLL) to oversee and track the supply and distribution of non-medical cannabis.
  • MBLL manages the wholesale purchase and distribution of non-medical cannabis for sale to Manitoba Retailers. Adults of legal age can purchase non-medical cannabis from Manitoba Retailers in person (through brick and mortar stores) and/or online.
  • MBLL coordinates with licensed producers to provide direct to retail store product delivery model.
  • MBLL is responsible for the management and administration of all new and existing Cannabis Store Retailer Agreements. Find out how to become a Cannabis Retailer.
  • Licensing of Retailers falls under the Liquor, Gaming and Cannabis Authority of Manitoba (LGCA).
  • Licensing of Suppliers falls under Health Canada.
