Manitoba Liquor & Lotteries is responsible for the wholesale supply and distribution of retail cannabis products in Manitoba. Liquor & Lotteries will buy product from federally licensed producers and distribute it to licensed private retailers.


Call for Listing

Manitoba Liquor & Lotteries is requesting proposals from qualified suppliers (licensed producers), licensed by Health Canada for both cultivation and sale, to provide a legal source of cannabis and meet product requirements for the sale of recreational cannabis in Manitoba. 

Responses to the call for listing are due by March 26, 2018 at 12:00 noon, CDT.

CALL FOR LISTING

If I am in late stage approval or do not hold a sales licence should I respond to this call for listing?

Manitoba Liquor & Lotteries is requesting proposals from qualified suppliers (licensed producers) who have already received their licence from Health Canada for both the cultivation and sale of cannabis. 

Only licensed suppliers with recreational cannabis available for purchase prior to July 2018 should respond to this Call for Listing. Please note that a lack of response to this Call for Listing does not eliminate a potential supplier from being listed in the future. Please check the Cannabis Partners page regularly for information on upcoming Calls for Listings.

Will licensed producers who are granted a supply agreement be required to deliver products to retailers? 

There is an expectation that in the short term Licensed Producers will be required to deliver product directly to retailer locations.

In Section 3(c)(iii) are you looking for terpene profiles, or are you looking to understand our approach as to how we will incorporate terpene and its physical characteristics into our product assortment/classification strategy (i.e. specific to each product or towards a general approach)?

Section 3(c) is asking suppliers to define their general approach to differentiate products from one another.

What is Manitoba Liquor & Lotteries’ current status on obtaining cannabis for distribution?

Liquor & Lotteries released a call for listing on March 13, 2018 requesting proposals from qualified suppliers (licensed producers), licensed by Health Canada for both cultivation and sale, to provide a legal source of cannabis and meet product requirements for the sale of recreational cannabis in Manitoba. 

Will Manitoba Liquor & Lotteries be sourcing Cannabis from local suppliers?

In order to ensure we meet the federal and provincial goals of ensuring the cannabis supply is sufficient and priced appropriately, Manitoba Liquor & Lotteries has invited any suppliers licensed to sell cannabis in Canada, including local suppliers, to submit a proposal during an open call for listing. 

Liquor & Lotteries is committed to:

  • Securing a safe and adequate 18-24 month supply of cannabis bud and oil products for retail and online sales, in anticipation of the implementation of Bill C45, the Cannabis Act.
  • Ensuring suppliers provide product in retail-ready packaging in quantities proportionate to purchasing behaviour and meet all labelling, packaging and handling requirements to inform the public about the product and keep it out of the hands of children.
  • Working with licensed producers on a secure logistics plan to coordinate production and delivery cycles consistent with demand.
     

How do I become a licensed cannabis producer, or a licensed cannabis retailer in Manitoba?

Health Canada oversees the licensing of cannabis producers in Canada, while the Liquor and Gaming Authority of Manitoba oversees the licensing and regulation of cannabis retailers in Manitoba. Please contact these organizations directly for information.
